Details: The City's National Pollution Discharge Elimination System (NPDES) permit for the Wastewater Treatment Plant requires the City to develop "Local Limits" for the amount of toxic metals and other constituents that may be discharged into the public sanitary sewer system. The City contracted with CH2M Inc. in April 2017, to develop a Local Limits Sampling and Evaluation Plan, which was submitted on July 15, 2017, to the Department of Ecology (ECY). The plan, which is attached for reference, provides a very good outline of purpose, background and objective of the Local Limits process and why the City is required to establish future limits.
