REP 17-209 1E.Clark County Interlocal AgreementInformational ReportInterlocal Agreement for Street/Stormwater Debris Processing and Disposal Details: To meet requirements of its National Pollutant Discharge Elimination system (NPDES) Municipal Stormwater Permit, the City has participated for many years in regional recycling efforts with Clark County (County) and other municipalities in the County operating under interlocal agreements for the decant, processing and disposal of debris and waste generated form street sweeping and catch basin cleaning activities. The previous interlocal agreement, which expired December 31, 2015, generally used the number of loads taken to the decant facility to allocate costs to each jurisdiction. In prior years, the City has typically spent less than $10,000 for stormwater debris disposal costs and processing fees, which is paid for out of the Stormwater Utility Fund. Over the past several months, a steering committee consisting of all regional partners have worked to develop a new interlocal agreement and rate structure. REP 17-220 1F.Street Project Funding OpportunitiesInformational ReportStreet Project Funding Opportunities Details: Staff sought the views of Council about potential grant application submittals for transportation projects. Staff has considered the NE Lake Road and NE Everett Street intersection to be one of the highest priority projects not currently funded for design or construction. The next round of Federal Highway Administration (FHWA) grant applications administered through the Regional Transportation Council is in July. The Washington State Transportation Improvement Board (TIB) grant application deadline is in August. Staff asked for Council's thoughts about applications for the NE Lake Road and NE Everett Street intersection. There was a brief presentation at the Council Workshop.
