Details: The City is in the midst of updating its Comprehensive Plan. This planning effort can be characterized as a community wide process of putting down on paper the vision, goals, hopes and dreams the community holds for itself. The Comprehensive Plan functions as a map that is intended to lead and guide the community to a desired outcome. The first phase of this update included a Visioning Process (see January 16, 2015, Council Workshop Agenda - Planning Conference). The attached schedule reflects a timeline and steps for the next phase of the update which includes the assessment of the current Comprehensive Plan, the development of Comprehensive Plan Goals and Policies, zoning and associated mapping.
As part of the discussion on this topic, staff requested that Council consider establishing and holding to key over arching principles or values related to economic development that help drive and form the development of the Comprehensive Plan update. Details: The City was successful in obtaining Energy Efficiency grant funds through the Department of Commerce to assist in installation of LED street lights throughout the City. Staff provided a brief presentation to update the City Council on the grant status, review of the project costs, and to discuss the next steps for implementation of the project.

Details: Staff provided a brief presentation to review the opportunities and demands on both the Community Development and Public Works Departments, and to begin a conversation regarding the potential benefits of a possible transition of the Engineering Division to Public Works. Additionally, with the promotion of the Utilities Manager to Public Works Director, staff reviewed the importance of the Utilities Manager position and the need to fill the position as soon as possible. The Public Works Department's goals and work plan for the coming year were also reviewed.
