Title: Consultant Services for Wastewater Local Limits Development Amendment 1 Details: The City's National Pollution Discharge Elimination System (NPDES) permit for the Wastewater Treatment Plant requires the City to develop "Local Limits" for the amount of toxic metals and other constituents that may be discharged into the public sanitary sewer system. The City contracted with CH2M Inc. in April 2017, to develop a Local Limits Sampling and Evaluation Plan, which was submitted on July 15, 2017, to the Department of Ecology (ECY). The plan, which is attached for reference, provides a very good outline of purpose, background and objective of the Local Limits process and why the City is required to establish future limits. Amendment 1 to the CH2M Inc. contract in the amount of $100,855, will take the City through the complete process up to adoption of a resolution or ordinance to establish Local Limits to be submitted and approved by ECY by December 31, 2019. Details:  The City's National Pollution Discharge Elimination System (NPDES) permit for the Wastewater Treatment Plant requires the City to develop "Local Limits" for the amount of toxic metals and other constituents that may be discharged into the public sanitary sewer system. The City contracted with CH2M Inc. in April 2017, to develop a Local Limits Sampling and Evaluation Plan, which was submitted on July 15, 2017, to the Department of Ecology (ECY). The plan, which is attached for reference, provides a very good outline of purpose, background and objective of the Local Limits process and why the City is required to establish future limits. Amendment 1 to the CH2M Inc. contract in the amount of $100,855, will take the City through the complete process up to adoption of a resolution or ordinance to establish Local Limits to be submitted and approved by ECY by December 31, 2019. The City requested the consultant include an optional Task 9 for $10,000 for additional hours, if necessary, to work with industries and commercial businesses as the City wants the effort to be an inclusive process with these important groups. The 2017 Budget included money in the Water/Sewer Fund to complete this project.
