Title: Water and Sewer Systems Rate Analysis Update Details: Staff requested that FCS Group provide the attached Scope of Services to update the city's water and sewer systems rate study that was completed in 2013. The rate study update will be used to support the decision making process of issuing revenue bonds to design and construct the sewer transmission system to serve the North Urban Growth Area (NUGA). Additionally, the rate study update will be used to incorporate the latest funding assumptions to complete construction of the Jones and Boulder Creek Surface Water Treatment Plant and Transmission Main project. There is no intent to increase the rates, just to verify that the revenues will support the current capital program and to make any adjustments to the capital program that may be necessary.
