Recommended Action:  This item is part of a series of budget presentations relating to the 2017-2018 Biennial Budget. A public hearing for the 2017-2018 Biennial Budget has been placed on the November 21, 2016 Regular Meeting Agenda followed by an ordinance for Council's consideration.
